Makes Identity the sole branch-protection authority, exposes the native admission contract, and removes the obsolete Forge projection state and columns. Verified locally against PostgreSQL with SQLx prepare, formatting, Clippy with warnings denied, all workspace tests, architecture checks, and LOC checks.
