Bind each Forge action run to one Control delivery and select the exact workflow path. This removes ambiguous SHA/ref/workflow projection matching for push and pull-request events.

Verified with full Control workspace validation against PostgreSQL, targeted Forge transport tests, and a full Go 1.26 image build.
