Remove the Gitea run projection client, periodic sweep, pre-dispatch push, and projection configuration. Keep repository coordinate resolution as a dedicated Identity client for native assignments.\n\nVerified with formatting, Clippy with warnings denied, the full workspace test suite against a dedicated PostgreSQL database, architecture checks, and Rust LOC checks.
