Implements stage 7 of SynCode Identity 0.4. Adds organization-owned PlatformAgent registration, stored policy and budget data, direct grants, grant audit, lifecycle revocation, and capability checks. Runtime execution remains intentionally out of scope.\n\nVerified: cargo test --workspace; cargo clippy --workspace --all-targets --all-features -- -D warnings; architecture and Rust LOC checks.
