Implements Identity support for stage 8:

  • five-minute repository-scoped user and LocalAgent tokens
  • separate API and Git HTTP audiences
  • coarse LocalAgent restriction expansion and pr:merge capability
  • migrations for existing grants and agents

Verified: cargo fmt, Clippy, full workspace tests, architecture and LOC gates.
