Removes the legacy Go runner protocol, assignment, registration-token issuance, and zombie/endless cron paths. Adds the SynCode control feed, UI projection, scoped secret resolution, and control-issued runtime artifact authentication. Verified with the production build, integration-suite compilation, dev/prod runtime canaries, and the Stage 11 benchmark.
